It might've been a little troll-like, sorry it's late. But his words are of no consequence whatsoever. He's the third generation of his family who have lead that country and have spoken utter claptrap. What specific actions you're speaking of I don't know. His actions, however, are no different than any other despotic tyrant that has graced the face of the Earth. I don't believe there's any indication that he is likely to do anything to risk his position. He may have many personality disorders due to his upbringing and his extreme power, but I don't believe there's an indication that he suffers from any sort of mental illness.
In my opinion, for the US to make a preemptive strike of some sort would be overwhelming hubris and well over the line crossing from ethically questionable and into completely evil. The real reason we are even thinking about this country at all is because of banking, bottom line. It has nothing to do with nukes.
