The middle script in the wheel is a pig pen cipher. Separate a # into its 9 sections and assign a letter to each, then repeat for other letters whilst adding a dot. This leaves 8 letters and here they've used < and so on to finish. I suppose I should watch the video but if it's half as tough as it ought to be it's twice as tough as is possible for me, and then some.
