Story makes me think of this movie:

Some are saying its a hoax, others are saying its real.
This definitely needs to be debunked and the truth exposed.

What kind of psychopath has a rifle and spies on his neigbours through a scope?

He just happened to unintentionally cleaning his riffle and just unintentionally happened to point the whole riffle at his neigbours to "Test the scope"

I guess its satire, here 's the disclamer. But its still a great story.
