The background pictures is of the sculpture "Lingua" by American artist Jim Sanborn located at the Walter E. Washington Convention Center.


Wiki description:
Lingua is composed of two 16' tall cylinders, with text cut with a water jet cutter in Russian, Mandarin Chinese, Ethiopian, French, Spanish, Latin, Greek, and Iroquois. The texts are historical texts from as far back as 1400 BC.
The Russian-language section is a quote from Leo Tolstoy's War and Peace (Volume 3, Part 1, beginning of chapter XXII).

As of yesterday, Judicial Watch is saying it is postponed without any other details.

This guy also did a sculpture "Kryptos" at CIA HQ, with very similar style, and not completely translated.

Kryptos, CIA, 1990. Embedded with four ciphers, it was intended as a challenge to the employees at the CIA. As of 2014, only three of the four messages have been deciphered
