Stein can’t simply ask for a recount in Pennsylvania. She needs Keystone State residents to ask for one for her.
That’s because for a recount to happen — barring a credible accusation of voter fraud ruled by the courts — three voters in each district must petition the results through an affidavit. Philadelphia alone, with its 1,600 voting divisions, would need requests from nearly 5,000 people to undergo a recount. The whole state would likely need about 30,000 volunteers. Stein got about 49,000 votes in PA.
Through Facebook and Twitter, she’s been asking for volunteers and has set up a process showing interested parties how to file an affidavit. As of 11 a.m. Sunday, she tweeted 1,500 Pennsylvanians had volunteered.
The deadline has already passed in some Pennsylvania districts, Stein said in a message to prospective volunteers. So it’s unlikely all of Pennsylvania is going to be recounted, regardless of Stein’s attempt.

But not over possible voter fraud. Instead, the party is claiming Stein and Clinton are in cahoots. In a statement released Sunday afternoon, the Pennsylvania Republicans noted Stein lost to Trump by nearly 48 percentage points and “as such it is clear that she does not have a good faith basis to challenge the results She is clearly serving as a stalking horse for the Clinton campaign that once again will not take responsibility for its actions.”
The PA GOP also pointed out pre-election remarks from Secretary of the Commonwealth Pedro Cortés, who said “to imply that fraud is rampant – at any level – from the precinct-level to an entire city or state – is without merit and lacks any credence or proof within the modern history of elections in this country or commonwealth.”
Stein noted, “Assuring the validity of our vote is a critical first step towards democratizing our elections. Other essential steps include ending discriminatory voter ID laws and voter purges (like “Interstate Crosscheck”); opening the debates to all candidates on the ballot in enough states to win the election; establishing Ranked Choice Voting, a system that enables voters to rank their choices, knowing that if their first choice loses, their vote is automatically reassigned to their second choice; and getting big money out of politics - and letting the people back in."

Deborah Olivieri, director of Berks County Election Services, has told anyone asking about filing affidavits to speak to their prothonotary office. Olivieri said they've received a couple visitors and four or five phone calls.

"There's been some phone calls today," Olivieri said. "There have been a few people who have stopped in here and we've directed them up stairs."
Monica Dutko, director of the Adams County Elections and Voter Registration Office, said she had not received any signed affidavits by 1 p.m.
Jill Stein’s attempt for a Pennsylvania recount is on.
Her lawyer, Lawrence Otter of Bucks County, filed a lawsuit in Harrisburg’s Commonwealth Court at 3 p.m. asking for a full recount of every Pennsylvania county. The lawsuit was filed on behalf of at least 100 state voters who believe “that there is a legitimate and good faith basis to contest the Presidential Election in the Commonwealth.”
The filing doesn’t mean a recount will happen in Pennsylvania, but rather that a court will consider it. That’s different from Wisconsin, where Stein filed for a recount and one will take place. Her campaign says it also plans to file for a recount in Michigan. President-elect Donald Trump beat Hillary Clinton in all three states.
Stein’s lawyer listed several reasons for the need to contest the election: the findings of data scientist Alex Halderman, the DNC hacks, alleged hacks in Illinois and Arizona and discontinuity between pre-election polls and the results. The voters who are part of the lawsuit stated they also want a recount to determine whether any hacking of Pennsylvania’s electronic voting machines took place.
This is actually what the right wing has been shouting about for a decade...strange to see them shouting about how voting machines are impenetrable now.
Wisconsin Gov. Scott Walker, a former Trump GOP primary opponent who later helped deliver the state for him, tweeted Monday, "We made it easy to vote, hard to cheat in WI elections. Supporters of #Recount2016 were against our Voter ID initiatives."

They don't claim that. They claim there is a chance that ballots were not in secure locations, who's watching over ballots when the election has been conceded?
Watching the vote tally is not a big deal. Without verifying who's ballot was who's, ballot stuffing becomes the issue.
