In the scenario described above, it WOULD be the shooter's fault, minus some act of assault committed by the clown prior to the shooting.

To answer your question...
I think you need to stay at home for halloween and not go to some festive halloween themed party or event, because people are constantly messing around with each other and last thing you need is some hyper-paranoid gun toting nutjob in the mix afraid of people being silly.

Now, if you are simply down a quiet road and someone runs at you with a weapon with no context, then by all means, take actions..but you didn't say that, you gave no context.

just stay home. the hyper paranoid, much like the perpetually offended, should limit their human interaction with society to just bare minimal requirements for survival tbh
