Comey said that Hillary is too dumb to know when she's breaking the law, violating security protocols, etc.. So, NATURALLY she doesn't KNOW that she did anything wrong.

The question was regarding the FBI's investigation. The NYPD is free to hold their own investigation and recommend the empanelment of a Grand Jury. This also can be declined by the New York District Attorney if they choose.

Just to clarify, does Lynch have to be the one to determine an indictment?
A Grand Jury determines an indictment.
Then the target gets arrested and arraigned.
Then they make a plea bargain or go to trial.
So Step #1, the FBI can only recommend and indictment. What's step #2?
