The Russians couldn't support themselves, let forcibly occupy others, so they had no choice bit to pull back.

Looked at another way, he probably realises that the FSB is a name that everyone associates with a PR effort, rather than any honesty what so ever. Perhaps he just wants the people of his nation to know that he is not trying to BS them?
