The report does not indicate any money was unaccounted for, much less that $6 billion.
Some contract documents were not immediately available upon request. That does not mean they were missing. Other inconsistencies in the handling of contract documents were found. Contract documents are not accounting documents. Contract documents are bid documents and subcontract documents and insurance documents.
Of course, if you had read the actual report you would know that.

False. I have paperwork to show that I made my payments. Contract documents are separate from accounting documents. The audit was of contract documents.
People are arguing that “paperwork was missing, not dollars” well if you have a mortgage and you and the bank don't have the paperwork guess what that money you paid Is gone. Paperwork is money when dealing with contracts
