You just pointed out AmeriCorps, Civil Service and the National Guard which provide all of the necessary functions. Some of them overlap. Now yet another? No thank you.
Ok, do we have a National Service Reserve? No
Do we have a National Guard? Yes
Will this cost the government money? Yes
Will these people work for money? No
Paid what and by whom? Would it be on par with enlistees pay? I surely don't like the idea of yet another new government program.

Hillary Clinton wants you to serve your country. The Democratic presidential candidate proposed a new program on Friday aimed at expanding national service volunteer opportunities–for young Americans in particular.
Clinton’s National Service Reserve would allow Americans pitch in with ongoing service projects addressing the addiction epidemic or helping the homeless, or perhaps to help provide emergency relief in national disasters and situations such as the water crisis in Flint, Mich.
Clinton plans to work with corporations and universities to ensure “reservists” get paid time off to volunteer or, in the case of students, college credit.

Sounds like making the BLM brownshirts official.
Is Obama planning to have a Civilian Security Force in addition to the military?

Despite its popular support, the CCC was never a permanent agency. It depended on emergency and temporary Congressional legislation and funding to operate. By 1942, with World War II and the draft in operation, the need for work relief declined, and Congress voted to close the program.[10]
On 10 October 1945, it was outlawed by the Allied Control Council along with other Nazi Party organisations. Under Section 86 of the Criminal Code of the Federal Republic of Germany, the Hitler Youth is an "unconstitutional organisation" and the distribution or public use of its symbols, except for educational or research purposes, are not permitted.
