It's the flap load relief system. It prevents excessive loads on the flaps by preventing overspeed conditions.

They've had them for years now. As far as I know all the new aircraft have them.

I don't know if its a good idea, as when i am flying i would want full control of my flaps, lest they surprise me in critical situations. we are dealing with lives on board, if you catch my drift

Seriously though, one of the most-unforgivable facets of that whole event was the media's relentless coverage of it. The families of the victims didn't get one inch of space for months.

I stated this thread about the pilot plotting course over the ocean so I thought I should update with that part that was found that seems to say otherwise.
