I have never seen regular fmj (copper lead) spark on hard objects. Lots of steel plate shooting on youtube and they do not spark, at least no showers of sparks.

First time I took fire it was confusing and very frightening. It wasn't even sniper fire either.
You learn to get use to it and get a handle on the situation, but the first moments and sometimes the first hours of a situation like this can bring about all kinds of different information that proves to be false later on.

Rounds kick up what look like sparks from both concrete and dirt when they impact sometimes, it is the contents of the round and what it is hitting reacting to the sudden impact by vaporizing and such.
The low light situation accentuates the phenomenon that happens occasionally, like when you hit a rock or concrete with a hammer and you get the occasional spark.
Heck, I've even seen sparks fly from throwing a rock at night hitting something hard when it is low light or dark.
Bullets travel pretty fast and release a lot of force against objects and create what look like sparks when they stop suddenly.
