In your example Bush would be talking about something that doesn't pertain to actions he took our his thought process. On the other hand Putin is taking about something he did. Yeah you compare that to Russia. The longest period of no conflicts for the US was 16 years between the Posey War (2 people killed) and WW2. For the longest period (since the US revolution) was 12 years between the invasion of Hungry and the Czechoslovakia. Yeah so, that history thing, you might want look into it before you go tossing stones.
