Yep, but it portrays women in an unrealistic light. Just like the new mayor says.
Anyone with a leg of sense knows that many of the adverting posters are adapted technically to get the best possible image and women's bodies are certainly altered.
It isn't censorship. It's about standards.
Censorship needs to be very carefully handled otherwise we get a dictatorship and coming from a Muslim mayor one doesn't need a brain cell to see his agenda.

As mayor of London, he runs Transport for London, and is perfectly entitled to request that modifications are made to what is advertised on the billboards that he is responsible for.
There is no federal law in the UK. There is British Law. He is working wholly within it.
