I think that's overkill. When talking about this kind of terrorism, it's more or less a hate crime against all of us who do not buy into that ideology. Yes, he went to a gay bar to make his attack, but if it wasn't them, it would have been somewhere else sooner or later.

Evidently not so I'll break it down for you further:
Somebody calling 911 and saying IS is great I love them isn't a connection to IS.
Somebody who is in communication with, receiving support from, or both is connected to IS.
