Yeah, that's still a Socialist Idea. Just because it's not exactly the same way you'd define what social security is or the way you define socialized
Welfare or Food Stamps doesn't mean it is something else.
You have a very specific description of what a Socialist program needs to be but that's your choice. That doesn't mean you can't take that same root
idea of Government Food Assistance and change it a little so it's more efficient. That's the whole idea and the reason you make changes in policy in
the first place, so it works better, or faster or reaches more people or whatever.
It's like your stuck defining what Socialism must be by taking some Socialist Method from 100 years ago or something and insisting that it can only be
done that way. But there isn't anything forcing it to be that. Not all Socialist Countries have the exact same methods which all follow the same
pattern.
Even if you want to call it something slightly different to make that change identifiable it still has it's core idea from the same place. These
things are called "Social Programs" for a reason after all.
You're just hopelessly stuck in twisting anything into blaming the Left and Socialism for everything. But it's obvious how incredibly unhinged your
bias is on this subject so you're not making any sense.
You're all over the place trying to justify what you're saying and quite frankly it's making you sound like a crazy person.
