You need to get out and travel the world a bit.
(By the way, does the constitution say anything about dress codes or diet laws? Because if not, it can even be argued that such rules are unconstitutional).

Another thing to consider is that walking about naked might very well be "safe" for a fellow like me, but there are scumbags in the world who might take advantage of the lack of clothing worn by ladies to abuse their dignity and their bodies with greater ease than might otherwise be the case.
