Inspectors general serve an essential and unique role in the federal government by independently investigating agency waste, fraud and abuse. Their oversight also covers violations of communications security procedures.
“This was all planned in advance” to skirt rules governing federal records management, said Howard J. Krongard, who served as the agency’s inspector general from 2005 to 2008.
For one, he says, any criminal referral to the Justice Department from the FBI “will have to go through four loyal Democrat women” — Assistant Attorney General Leslie Caldwell, who heads the department’s criminal division; Deputy Attorney General Sally Yates; Attorney General Loretta Lynch; and top White House adviser Valerie Jarrett.
He also points to the unusual absence of a permanent inspector general during Clinton’s entire 2009-2013 term at the department. He said the 5¹/₂-year vacancy was unprecedented.
“This is a major gap. In fact, it’s without precedent,” he said. “It’s the longest period any department has gone without an IG.”

The Harvard-educated lawyer points out that, from Day One, Clinton was never assigned and never used a state.gov e-mail address like previous secretaries.
“That’s a change in the standard. It tells me that this was premeditated. And this eliminates claims by the State Department that they were unaware of her private e-mail server until later,” Krongard said in an exclusive interview. “How else was she supposed to do business without e-mail?”
Krongard, who took the inspector general's job in 2005 after serving as counsel to several accounting and law firms, ran afoul of the House Committee on Oversight and Government Reform in recent months over his stewardship of key investigations. He also came under criticism from State Department employees who chafed under what they described as his abrasive management style.
Current and former department officials have charged that Krongard blocked them from pursuing allegations of contract fraud and mismanagement in the construction of the $736 million U.S. Embassy in Baghdad, as well as alleged arms smuggling by Blackwater Worldwide, which has a State Department contract to protect U.S. diplomats in Iraq.
Krongard recused himself last month from the embassy and Blackwater investigations after Waxman's committee confronted him with evidence of conflicts of interest, including his brother's role as a strategic adviser to Blackwater.

The State Department’s inspector general has warned the department that $6 billion in contracting money over the past six years cannot be properly accounted for and cited “significant financial risk and . . . a lack of internal control.”
The warning was the second “management alert” in State Department history, both issued by new Inspector General Steve Linick. Linick took over the job in late September, after it had been vacant for nearly six years.
Both the alert, dated March 20, and the department’s response a week later, were made public Thursday.
