Instant collapse would be an ideal way to deflect attention away from TPTB.
Clearly the designer lied to TPTB when he said the building could withstand an airplane strike.
How many would question the narrative when you have people to point your finger at?

1) as others have said, it allows media time to get the cameras and such in place.
2) other buildings collapsed too soon and screwed up the timeline.
3) Delayed explosion (in this case too delayed) would have taken out first and second responsders, thus exacerbating damage by causing more casualties within the rescue/responder community.
What kept the "explosives" from sympathetic detonation when the aircraft hit?
They had to televise it. They needed to provoke outrage in the population so there would be little opposition to the wars they had planned for afterwards.
