It's clearly a mistake because he's a man. Is he transgender? Doesn't look like it. Beard kinda gives that away. Did he identify himself as a woman to the police? Nope.
Is it a mistake he didn't declare a party? Probably, but then maybe Colorado doesn't make you choose a party like some other states in order to vote, ie NY.

It can be amazing for folks that have never had to do it that without all the modern comforts and "needs" the ability to scrimp and save enough for this is entirely possible, on your own. Even getting from N.Carolina to Colorado, via hitchhiking and walking is not insurmountable or expensive. Do odd jobs along the way, barter services for food, etc...
