US made a giant mistake disbanding Iraqi army. After GWB finally fired Rumsfeld (2006), sidelined Cheney and the neocons, and started listening to
his dad, the reconciliation with Sunnis (Anbar Awakening) started and conditions improved. Some of these military men were re-hired and Zarqarwi
(proto-ISIS) was killed and his organization suppressed.
Then Shia-supremacist Iraqi president Maliki was elected and undid all of that progress, kicked out USA, re-fired the top Sunni army men. He repeated
the mistake again (and became more ideologically pro-Shia), except his army & intelligence was totally incompetent & corrupt. US had a difficult time
in Sunni areas---how was he going to manage?
And now these officers are at the operational core of Daesh/ISIS, and is what makes them so powerful. Ideology makes them radical, Baathist security
men make them capable.
The proximate cause of ISIS's rise is Islamic fanaticism and Maliki's foolish actions (perhaps to suck up to Iran?).
