I can't find anything stating otherwise, but if they legitimately thought he brought a bomb into school, why wasn't the school evacuated?

His phone has a 'clock' right? I mean, there is no reason to create a clock like that in this day and age unless it is to be used for a timer. Also, who was the teacher who told him to 'put it away'?
