The actual exercise "may" have not started, but the preparations have. They are not going to wait until the start of the exercise to start their support base.

Yet they just let them waltz right across the border in the first place lol. Don't believe the hype your family member is spouting. The last place they are going to want to hide in is the south.
If that is what a SOCOM mission is, then, clearly, that is not what is occurring. Based on what people have seen, filmed and photographed.

Because the vehicles that are being moved are heavy equipment. Some people have seen tanks, some have seen Bradley Infantry Fighting Vehicles, some have seen MRAPs. Even armored Humvees.
Jade Helm is a training exercise for Special Operations Command. Their mission is to hit hard and hit fast. That means they don't use any of the above equipment. The heaviest vehicle they travel in is a weaponized dune buggy usually. Heavy vehicles, as seen, require a lot of equipment to move, a lot of equipment to maintain. Special Forces doesn't do that sort of thing. The opposition for this mission is largely the population of the city, and the police units in that city. Not large forces using a lot of heavy equipment and armor.
