This is most likely because of the animal’s waste. It would get into the water and affect the fish. That fish would be eaten by us.
Recently you may have heard a lot about props 1, 2, and 3 and how those laws failing could be good for our education. But, are you aware that there are many more laws that have little to no meaning to us? On a weekly basis, how many times do you usually fish off a giraffe’s back in Boise or see an 89 year old riding a motorcycle in Idaho Falls? Hopefully never, because those two things are illegal in Idaho. Yep, sorry guys but take your grandmas and giraffes home because for some reason Idaho found it necessary to make those things illegal along with many more strange Idaho laws. Although Idaho does have some laws that I could understand being illegal, it is still strange to me why they need to be written down. For example, in Pocatello it is against the law to cut off a friend’s head with an axe. I’m sure normal people who enjoy cutting off their friends’ heads are glad they made that a law. Another strange law that I came across was that in Idaho Falls snakes have been banned from biting humans on Sunday. This is also a very useful law considering snakes probably understand you when you tell them this. However, there are some laws that honestly, in my opinion, just have no reasoning behind them whatsoever. For example, it is illegal in Pocatello, Idaho for a man to give his “sweetheart” a box of candy weighing less than fifty pounds. Now, I’m not sure but I’m going to guess and say that this was probably a woman’s idea. Another absolutely insane law is that once again in Pocatello, children up to the age of 14 must have a certificate signed by their parents to testify that they regularly brush their teeth. I’m starting to think that Pocatello had a lot of free time on their hands. There is also a law that states that you are not allowed to sleep in a dog kennel in Wallace, Idaho. Again, why would they feel the need to have that as a law? Obviously some of these laws must have some very strange stories behind them. A couple more weird laws to add finish with. In wouldn’t you know it, Pocatello, it was illegal to be seen in public without a smile on your face. In Eagle, there is law against bikes on tennis courts. In Idaho Falls, there is a law that says that lawyers must not charge widows a fee for moving their piano from one room to another. (Alright, well that’s thoughtful).

Flies aren't pets. But when you refer to someone as being willing to "pull the wings off of flies for fun"....you aren't talking about a sane mind and steady character.
There's a difference between flushing a fish, the cold water numbs and kills them quickly and torturing an insect. The second is definitely not a sane mind.
