Honestly, and being completely honest here. If I were President, and Russia just launched a full volley against the United States, I would use the Emergency Alert System and issue a statement tell the American people that Nuclear Annihilation was imminent, and that the United States would not be responding with a counter volley. It's a sad situation, but to judge the entirety of Russia guilty for the actions of a few is not what a good person would do. It would my hope that the sacrifice of the United States would open the eyes of the world, that violence is not the answer. That by quietly accepting our fate, a better, more united world can come of this tragedy. And to the Russian people I would say "I do not blame you. I do not blame your friends or family. Fear is what has brought about this event, and hopefully by my gesture of goodwill, of not retaliating, you will see the true benevolence of what is soon to become a formerly great nation. Take up that torch, and demand change to the world. Demand a world without nuclear fire. The United States may be gone, but world, she lives on.

What goal would be accomplished by massive retaliation? Only that the entire world would fall under a Nuclear winter, and would most assuredly mean the extinction of the human race.
