Bush and Cheney went along with the whole thing. You would think that Cheney would take George aside and say 'this is stupid'. But no he tacsitly signed off on it too.
Put the whole thing together and you will see that they didn't have the brains or ability to pull off CD and missiles and quash all the people involved and all the worlds experts for 13 years.

The same can be said for top security in all facets of the military. There are hundreds if not thousands of people involved in every top secret project imaginable. No one spills the beans about any of it.
