That's just it. It doesn't have to be new and creative.

They introduced the Doctor's cloned daughter. There was a lot of fan buzz around that character. Why not use her? She could be a brand new Time Lord all on her own.

There have been other female time lords, way back.
Even Missy was an incarnation of the Master.

The world won't end. The doc will save us all (its what (s)he does, after all).

Suits are too afraid to step off of established, successful franchises. They'd rather take a known quantity with success and try to twist it into what they'd prefer it be than make something new which is why so much that used to be so good is being remade and dying horribly.
