He means that it's not as easy as he proclaiming himself emperor and just creating laws or policy that the rest of us have to follow.

He has the "pen" and has used it despite congress, ethical application of executive powers, and rule of law.
He's about as close to an emperor as a president can possibly get.
Context is irrelevant.

He's saying he has to use the existing framework, in this case I would assume congress and the senate to get his agenda passed.
Although that flies in the face of what he has been doing with executive orders and such, but I don't think you quite got what he was trying to say here.

The "context" I see and hear is that Obama & Co. *Think* something is good and/or necessary even while the possibility exists that a majority of citizens do not.
