You're taking what he said out of context.

He means that it's not as easy as he proclaiming himself emperor and just creating laws or policy that the rest of us have to follow.

He's saying he has to use the existing framework, in this case I would assume congress and the senate to get his agenda passed.

Although that flies in the face of what he has been doing with executive orders and such, but I don't think you quite got what he was trying to say here.

He has the "pen" and has used it despite congress, ethical application of executive powers, and rule of law.

He's about as close to an emperor as a president can possibly get.

That he's just as corrupt and despotic as the last president? OR the one before? All the way back to before JFK?

Cause we already know that.

It's just annoying to see people take pot shots at people for either not understand what it is they said, or just for political brownie points.

House of reps- you guys worried about passing it? Among a few other things the people have asked you to do?
Yea? Ok get after it, amend and go pass it. Lets get congress some of that power back.

He has done a horrible job of convincing on the merits.

46 percent of the American People still think earth is 6000 years old.

There are sometimes, actually a lot of the time, when the people of any given country, are un-informed and quite frankly, stupid, in regards to certain topics.
