Resistance to rise again

Iraq's insurgents in Falluja will bounce back if American forces are reduced to shift the focus to reconstruction, a US marine intelligence report has warned.

In a gloomy assessment of the situation, the report also says resistance forces will turn their defeat into a propaganda victory and a recruiting tool. They will find supporters among residents returning to the shattered city.
