What makes you think that a country whose students lead us by a wide margin in Math and Science wouldn't understand modern technology?

This has all the trappings of the Cold War, only with a new adversary. I honestly don't think we can afford it this go-round and are likely to come out on the losing end like Mother Russia.
Exploiting and remotely shutting down a Navy ship's software "gives you a nonlethal warfare capacity at sea," Peter Singer, a Brookings Institution national security analyst, said in an interview after speaking at the Defense One Summit. Commanders could give an order like, “Don't let this enemy fleet seize these island chains, but also don't let it turn into a shooting war.” Ships would find their targeting software exploited and shut down, possibly even hijacked. "The ships are floating SCADA systems," Hagerott said, making reference to the same highly vulnerable Supervisory Control And Data Acquisition networks that run utilities in America. "If you could jump the air gap" on America's Navy, largely the backbone of the U.S. military's projection of power abroad, "that would disrupt the world balance of power," Hagerott said, adding that Navy might even have to go back to instrumentation used in the early 1900s as a response to the exploit.
The jet powered drone was identified as the Lijian, or "Sharp Sword," photos of which have been circulating for some time. The aircraft is similar to the X-47B drone being tested by the U.S. Navy for aircraft carrier operations, as well as France's experimental Neuron project. Others have reported the drone is a reverse-engineered copy of Russia's Mikoyan Skat unmanned aerial vehicle. Potential uses for such an aircraft range from conducting electronic surveillance and to launching missile strikes. Some analysts have suggested the drone might someday be launched from China's sole aircraft carrier, possibly to fly missions around China's East China Sea and South China Sea island claims. The capabilities of the drone and two manned stealth fighters, the J-20 and J-31, that China is developing aren't known, although China's arms industry is producing increasingly sophisticated weapons systems. Those include a large range of military drones.
Experts say it’s hard to say exactly what the J-20’s capabilities are, especially in a fire fight -- but offered a dire prediction: “With China having a fifth generation fighter, the U.S. will lose F-22s faster than previous estimates.” As for the J-20 pilots, Fisher said the Chinese Air Force has over 500 fourth generation fighters and is making pilot training a priority. . “China's air training capabilities have increased greatly over the last decade, to include multiple levels of aircraft, better simulators, and more realistic air combat exercises. They will be able to train pilots for their fifth generation combat force,” Fisher said. Buckley says the U.S. has moved in the opposite direction, dramatically reducing flight-time training for its fighter pilots, choosing instead to use cheaper flight stimulators. Limiting F-22 production could prove a grave mistake, Fisher said. Referring to the J-20 photos -- and a new video of the fighter taxiing on a runway -- Fisher said: “There is now every justification for us to be building modernized version of F-22 and to consider capability enhancements for the F-35 that preserve its competitiveness into next decade." The next generation joint strike fighter is supposed to be the F-35, Buckley said, which is built for use by all services and must encompass the specific and different needs of the Navy, Air Force, Marines. “When you try to make a jack of all trades, you have tradeoffs,” Buckley said. “It’s obvious that the Chinese are throwing money and technology to making something the best, and here we’re worried that one is going to bankrupt the country.” “We used be No. 1 at having the leading technology. ... Now, we’re kind of in catch-up mode, where we’ve never really been before.”
Despite denials from Beijing, there seems little doubt that China’s computer hackers are engaged in an aggressive and increasingly threatening campaign of cyberespionage directed at a range of government and private systems in the United States, including the power grid and telecommunications networks.
The Obama administration had carefully avoided naming a specific culprit. Now it has. In the Pentagon’s annual report to Congress on China, the Chinese government and, in particular, the Chinese military are explicitly accused of mounting attacks on United States government computer systems and defense contractors in a systematic effort to steal intellectual property and gain strategic advantage.

Another major aspect in which China places major emphasis is the space technology. China’s intention regarding space technology is clear, based on the massive development
taking place in the arena. As of now, China has manifested itself into the world’s most advanced aerospace and aeronautical research centers. Efforts are on to build a fleet of space soldiers as well. Developing crafts that will be able to handle tough weathers and can fly in the dark are other areas of focus of the Chinese air force.

I would characterize it as China trying to bully their neighbors and the US saying think again. In no way would I consider this a pissing match.
