When I was in the Navy we had random piss tests after every port. The captain rolled two dice three times and if your Social security number ended with a single number that matched you got tested. Everyone was tested including the officers. those found with issues got in real trouble. Not just a slap on the wrist.
I would also state anyone running for office should have mandatory drug testing before allowing them to run for office. Now wouldn't that make the politicians howl! I would also pose the dice roll system for our public representatives after they are in office. Penalties would include expulsion from Congress and forfeiture of all benefits.
This would apply to all including our commander in chief. It's a fair and equitable system. How could they vote against it?
