I actually saw a similar video not too long ago of a sighting in Mexico.

Yea it is a unique phenomenon, saw another film in south America but could not find it. Many say balloons buti don't buy it not all over world, interesting though.

I would like to see one of these things do more than drift in the breeze, you would think the alien pilot would at least shake things up a bit, but the only thing shaking is the filmer.
