He was caught committing a crime. At that point the police had the right to detain and/or arrest him. When he ran he committed the crime of resisting
arrest. And ya the tasers can come out at that point regardless of the original crime. I don't agree with the use of tasers in all situations but
until their use is strictly regulated poor decisions such as resisting arrest are more than likely going to get you tased.
