Is this simply an ATS rule? or is it American law? or even international law?

I ask because I'm in the UK and I wonder if the same laws apply to me? As a brit am I entitled to quote 10% of someone else's web page?

Where does this Law/Rule come from? Who does it apply to?

It is not a law... it is a standard to which we want everyone to adhere.

Consider it an effective practice. (To me, it seems not motivated by ideology, but sound stewardship of our community's access.)

Edit to add... there is a fine line between initiating a dialog by way of thread creation.. and plagiarism. We do not accept the latter.
