The High Frequency Active Auroral Research Program (HAARP) — a subject of fascination for many hams and the target of conspiracy theorists and anti-government activists — has closed down. HAARP’s program manager, Dr James Keeney at Kirtland Air Force Base in New Mexico, told ARRL that the sprawling 35-acre ionospheric research facility in remote Gakona, Alaska, has been shuttered since early May.

“Currently the site is abandoned,” he said. “It comes down to money. We don’t have any.” Keeney said no one is on site, access roads are blocked, buildings are chained and the power turned off. HAARP’s website through the University of Alaska no longer is available; Keeney said the program can’t afford to pay for the service.

“Everything is in secure mode,” he said, adding that it will stay that way at least for another 4 to 6 weeks. In the meantime a new prime contractor will be coming on board to run the government owned-contractor operated (GOCO) facility. HAARP put the world on notice two years ago that it would be shutting down and did not submit a budget request for FY 15, Keeney said, “but no one paid any attention.” Now, he says, they’re complaining.

“People came unglued,” Keeney said, noting that he’s already had inquiries from Congress. Universities that depended upon HAARP research grants also are upset, he said. The only bright spot on HAARP’s horizon right now is that the Defense Advanced Research Projects Agency (DARPA) is expected on site as a client to finish up some research this fall and winter.

DARPA has nearly $8.8 million in its FY 14 budget plan to research “physical aspects of natural phenomena such as magnetospheric sub-storms, fire, lightning and geo-physical phenomena.”

Wow, I always thought HAARP would be around forever and would always be a subject of debate.
It's surprising that they aren't willing to fund it any more, but I suppose if they aren't paying for HAARP, they have more money to spend on war or something

This is a relief. Whether HAARP was used for nefarious purposes or not, we can now no longer worry about it.

I was not born yesterday pal. Likely conspiracy scenarios:

-facility stays open, but can now operate off the radar, perhaps run by shadowy entity.
-The REAL HAARP is now complete, undisclosed location. We fired it up in May.
-covering bases for forthcoming HAARP induced, catastrophic natural disaster.


The only bright spot on HAARP’s horizon right now is that the Defense Advanced Research Projects Agency (DARPA) is expected on site as a client to finish up some research this fall and winter. You're operating under the assumption that what is being said is the truth. Perhaps TPTB just want everyone to think HAARP has been shuttered, when in fact it is still operating daily.

So basically you ar saying no matter what happens HAARP will always be to blame. Gotcha.

Who knows what's happening too it really, I just hope that if they are still running it in any form or way or if they have another facility somewhere else, the truth will always come out

Maybe haarp caused some sort of irreparable damage and that's why they thought they'd better shut it down? Lol...I hope not though!

This is only one of many facilities. Map of HAARP facilities I don't know how reliable this map is though. I had seen an other map that can't find right now which showed at most 10 around the world. I find the later more believable.

Both your links are fake, but thanks for saying you don't know how reliable the map is. There aren't that many HAARP facilities.

That facility is old and out dated. They have smaller, more powerful, and efficient HAARPs now, called cell phone towers, or something that is just 1 tower at the least. If you watch radar, you can see little rings coming from the same spots, not every time, but sometimes they will appear. They just pulsate, and it seems to be during the big storms, hurricanes, etc we have. I'm no expert, but I always assumed we have no idea that they are actually in plain sight.

"Previous artificial plasma density clouds have lifetimes of only ten minutes or less," said Paul Bernhardt, Ph.D., NRL Space Use and Plasma Section. "This higher density plasma 'ball' was sustained over one hour by the HAARP transmissions and was extinguished only after termination of the HAARP radio beam."

Yes, using it in the fall, they aren't there now.


Air Force officials are hopeful that the facility would open and resume operations in mid-August. DARPA currently has a sizeable funding bloc allocated for additional ionospheric research in the fall of 2013, so it will likely have to be open for that research.


After August.

hmmm... My conspiracy sense is tingling ...Just throwing this out there.. You guys/gals never heard it from Me: Phase one is complete and now "they've" made it smaller/portable thus allowing for the shutdown of the prototype. A known facility such as that was nothing but a easy target for a strike from "The Enemy" due to it's size.Miniaturization and transportability is the name of the game in exotic super weapons disguised as a "research" facilities

Thank you for that.. That is very interesting. 10,000 Kilometer data connections at 10 gigabit? Well now, That would explain a lot of time and effort put into the work there. It would accomplish quite a thing in terms of military networks running very high speed, anywhere needed.
