For decades, a so-called anti-propaganda law prevented the U.S. government's mammoth broadcasting arm from delivering programming to American audiences. But on July 2, that came silently to an end with the implementation of a new reform passed in January. The result: an unleashing of thousands of hours per week of government-funded radio and TV programs for domestic U.S. consumption in a reform initially criticized as a green light for U.S. domestic propaganda efforts. So what just happened?
The Korean Central News Agency (KCNA) is the state news agency of North Korea that was established on December 5, 1946. The agency portrays the putative views of the Workers' Party of Korea and the North Korean government for foreign consumption. KCNA is headquartered in the capital city of Pyongyang. In South Korea, access to both KCNA websites: www.kcna.kp and www.kcna.co.jp, are blocked by the South Korean government.
An amendment that would legalize the use of propaganda on American audiences is being inserted into the latest defense authorization bill, BuzzFeed has learned.
The amendment would “strike the current ban on domestic dissemination” of propaganda material produced by the State Department and the independent Broadcasting Board of Governors, according to the summary of the law at the House Rules Committee’s official website.
The tweak to the bill would essentially neutralize two previous acts—the Smith-Mundt Act of 1948 and Foreign Relations Authorization Act in 1987—that had been passed to protect U.S. audiences from our own government’s misinformation campaigns.
The bi-partisan amendment is sponsored by Rep. Mac Thornberry from Texas and Rep. Adam Smith from Washington State.

While historians have questioned whether or not a coup was actually close to execution, most agree that some sort of "wild scheme" was contemplated and discussed. Contemporaneous media dismissed the plot, with a New York Times editorial characterizing it as a "gigantic hoax".
