Would it be considered "foul play" if the police were notified by someone of a secret military program or from an operative with the license to kill? Then technically couldn't it be said that even if they discovered a slug in his charred corpse, it wouldn't be foul play because they'd have knowledge of the agency that did it?
So no foul play, does that equal okay play? The phrase "seems legit" comes to mind.
