Governments are unable to 'disclose' in any satisfactory manner which doesn't lead to embarrassment or ridicule without the active cooperation of ET.
Assume that isn't going to happen. Think for a minute, what do you think Fox News would do to Obama if Obama 'disclosed' something in the form that
the advocates believe is possible.
Other forms of 'disclosure' get into actual national security matters because of issues of viewing classified projects, so the best course of action
is to say nothing for fear of letting out some classified information accidentally.
As you say, all downside and no upside.
My feeling is simple: there isn't anything which can be disclosed satisfactorily which is not related to black projects. Anything else is as
mysterious to the program managers as it is to any random joe.
The diclosure which I think would be fun: oh by the way we've been working on this cool stuff, and now we want to build the USS Zephram Cochrane.
Please increase NASA's budget by 5x for the next 50 years.
