The point was to keep them at the scene until the police arrived and prove they were the ones who did the damage. If he let them leave it would be his word against theirs.

How is having them locked inside a closet proof of what they did? Unless there was good reason to doubt him, why would the police not have just accepted his word for what he saw? It's not like detaining them provides absolute corroboration of his claims.

Children are wards of the state until they are 21, until that time they are considered the property of the state.

By locking them in a closet, he potentially damaged state property.

Honestly, that is how it works!.

The only entities which can deal with state property are agents of the state.

He should have called the police.

Never mind the parents, they ignorantly think those are their children, when in fact they are only custodians of state property.

Remove "Love", and there is only truth.
