Let us assume for a moment that there is an advanced alien race. One day while roaming about the universe they stumble upon the planet Earth and for the first time see the species Man the Humanoid. The alien race is highlhy advanced by human standards and operates with a clear logic not affected by human type feelings and emotions. They look at human history and wonder why? - why it does not resolve to a higher state?; why humans require endless destructive conflicts [war] and why humans, in their estimation, remain a primitive race without a true destiny or goal to their existence. They want to know what makes the humanoid tick. So they contact various governments worldwide and after disclosing who they are and informing these governments that they are willing to show them proof of their real existence and offering the possibility of trade and interaction which would be of more benefit to humans than them as their technology could advance humanity exponentially faster than its current rate of progression. But there is another problem. They [the aliens] can not understand why the race of intelligent beings does not have a leader, a recognized guide. who is respected and can be counted upon for resolution of significant disputes among the people and/or the nations. Why is the human race roaming around in a chaotic void without rhyme or reason?

The governments of the world can not give an intelligent answer - So the governments of the world deny the contact happened - they deny the existence of aliens who they know are real.
And they do this because they would have to give up their personal power struggles - they would have to accept a 'real' 'New World Order' and they are afraid of it. So the aliens break-off contact; They say good-by to the human race and leave humanity with one basic message: Humans to us you are still a primitive race that is yet to achieve a state of civilization worthy of an advancing race; When the time comes that you are ready to ascend to the stars as a civilized race, contact us, we will show you how; Our technology will show you how to open the gates of the universe - but first you must show us you are a civilized race of beings.

This should probably be in skunk works. But look how different many humans think than animals. I am actually fairly convinced that animals are more aware of themselves and their surroundings than humans are.

I've watched with an interacted with both humans and animals on television and in real life, and the animals always seem to make more sense. For example, I get along well with my cats. They are very good at expressing what they need - whether to have a blind opened, a door opened, food (which they request at 5:00 a.m. sharp) etc. and other than that they have a grand old relaxing time napping or looking out the window.

They are very polite - they share equally any spoils that they get from joint raids on human food if they are successful.

What do humans do? We used to do a lot more, but these days, we work, text and come home to (not really but kind of) watch television and go to sleep.

Dolphins communicate with each other through sonar, using it to convey pictures with sound of places they have been or objects, etc.

Dogs in Russia use the subway system in order to go downtown for scraps and then ride the subways back home.

It sounds like animals are better off. I wouldn't be surprised if they ended up more intelligent than humans in the next century! Due to decreased human intelligence, of course. And plants, no one even knows what plants are experiencing. So aliens? Who knows what they are like.

Or insects. I never really figured out insects.

I think any "leader" would have to be a human being verging on "superhuman". He would have to be oozing with charisma, but also with great genius to back up such charisma (so that it is not just another empty charismatic person).

He would have to speak many languages, if not all current human languages. He would have to have traveled across the entire planet and met different cultures and peoples and related to them. He would have to be excessive friendly, thoughtful, respectful and greatly respected. If he is greatly respectful and thus by implication greatly respected, leaders and peoples might lend him an ear if he seeks to resolve conflicts. He would certainly have to be of a great and daring intelligence, one quite above even regular genius intelligence - i.e. he would have to be able to handle lots of different things and information all at once and be able to think so broadly that people look at him in awe. He would also have to be excessively creative and able to problem solve quickly and efficiently on the spot, having thought up many implications and consequences in the blink of an eye.

But if such a person were to ever exist, he would most likely to be labeled by many as the anti-christ and would unfortunately not be listened to..or worse - he'd be killed off or suppressed. Religion would be his worst enemy, as Islam would label him as a "mahdi" whilst Christians would label him as the "anti-Christ" and others would call him an abomination or be greatly envious of his immense character and brain power and strong cosmic spirituality.

But if even such a person were to exist, he would be so great, people would think him either some sort of "fallen angel" or an alien or a non-human or something and thus even before he is able to fully showcase his capabilities, governments would want to get their hands on him and test him and investigate him. He would also be a grave threat to globalist agendas and large corporations and even the most elitest and wealthiest of society itself.

So, as you can see, it's clearly problematic...

Mankind would be in chaos if the existence of EBE's were admitted to the public. With the supposed multiple races of EBE's, good and evil, apparently "at battle" and Earth possibly being involved, mankind would most likely turn into a state of fear. And that's no bueno!

But you see something else has to change - the human 'mind set'. The reason the concept of a benign human world leader is not on the horizon seems to have something to do with an inherit flaw in human character. Man strives for power and also fears power - Humans are afraid of themselves. And it is this fear that holds man back from ascending his sordid history and reaching for a proverbial New Dawn. But anything is possible. Man could throw off the chains of his historical past and evolve to a new future, a New Dawn. I believe Evolution is a human paradigm that only haa meaning if Man seizes control of it [Evolution] and directs it for his benefit - If man does not evolve by his own volition than his species will perish - in the nature of life there is no standing still; -- A real New World Order or No World Order are the likely scenarios.

You are so wright on this... there are people who come close to your description and they have been labeled as such or even worse. Time will tell...

If you mean by "a civilized race" is one that can abduct, traumatize the victims, take samples, sperms, etc without their consent then try to hide the intrusion through mind manipulations, I think most of humans would prefer to stay uncivilized and primitive, thank you very much.

I'm just as confused as to why the aliens would liken the rest of us to our power-hungry governments.

If they are so advanced that they no longer make emotional decisions why would they need a leader, and why would they assume that we should have one?

An advanced alien species engaging this planet would quickly realize that the source of 90% of the corruption and barbaric behavior is linked directly to the Governments of this world. These aliens woukd likely issue ultimatums to said Governments. Then, if Governments continued to deny their existance, the aliens would eventually reveal themselves. The planet would experience painful transition, but would eventually be much better off with its new knowledge. And corrupt governments would be no more.

You forget something, a hypothetical non-interference clause as in the prime directive in the fictional Star-Trek sci-fy series. 'They' might have concluded that direct interference in alien races social/political progress is taboo. A benign race of an advanced species would see that no matter how benign you are you would still be resented by the natives. It has become apparent to me that you can not force Human Evolution - If man can not evolve from within his own self then all the advice from external races will fall on deaf ears. An advanced alien race can not force Man to evolve - it might be easier to teach a dog how to talk. And yet dogs may never be capable of talking, let us hope that humans are capable of evolving and transcending the past.

How is that really any different than what some biologists do when studying nature? (Other than the mind erasing part, some tranquilizer drugs might come close though.)

So one day you meet an alien and he looks at you. You know by his looks and bearing that its for real, a real genuine ET and he gives you a quick demonstration of his superior powers. Then he focuses his dark large eyes into yours and says: We need a leader for your species for us to accept your planets involvement in this sector of the universe which we rule. We have decided to make you the world leader. We will protect you and assure that your authority will be accepted.

Under the circumstanced you do not really want to say no this alien. Would you accept the job of World Leader?

Every animal on Earth competes for resources. Intelligent ones like us are no exception.
I'd have to assume this would be the same case on an alien world too, so even if ultra advanced (and likely perpetually boring), they would be mindful of their own history and conflicts over resources, before discovering interstellar travel.

Lets face it, most don't realize what interstellar travel would mean. Wars for resources now become moot points....when you have the resources of the entire COSMOS at your disposal. Need more water? Stick a straw in Europa. Need more diamonds? Mine a few asteroids. Need to grow more food? Terraform a planet.

It is possible that the aliens would be so advanced, that wars were FAR back in their history, and so they may have lost any real sight of what they were about, but I have to think that our manned or unmanned forays into space have to at least come to their attention, if anyone is close enough to have noticed us.
