I also read while researching the "GOP cut funding to diplomatic security" claim...would the funding have made a difference? The suprising answer, NO....cuz the Behngazi wasn't in the State Department budget, it was in the CIA's classified budget.

Actually, it was a Consulate Compound. The CIA station was to the Southeast and if you get the reading through enough of the declassified/unclassified communications back and forth to Benghazi, you'll get to see it was something of an issue between "full" consulate and consulate compound. However, the first document of the bunch, establishes the ownership and intentions for the Benghazi State Department Compound.
The official reports, such as the one from the Accountability Review Board and the Senate Homeland Security Committee report, essentially dance around that uncomfortable fact:
“In December 2011, the Under Secretary for Management approved a one-year continuation of the U.S. Special Mission in Benghazi, which was never a consulate and never formally notified to the Libyan government.” (ARB)
“The attacks in Benghazi occurred at two different locations: a Department of State ‘Temporary Mission Facility’ and an Annex facility (‘Annex’) approximately a mile away used by another agency of the United States Government.” (Senate report)
Pursuant to Title III of the Omnibus Diplomatic and Antiterrorism Act of 1986, 22 U.S.C. § 4831 et seq., (the “Act”), Secretary of State Hillary Rodham Clinton convened an Accountability Review Board (ARB) for Benghazi to examine the facts and circumstances surrounding the September 11-12, 2012, killings of four U.S. government personnel, including the U.S. Ambassador to Libya, John Christopher Stevens, in Benghazi, Libya.
A series of attacks on September 11-12, 2012 involving arson, small-arms and machine-gun fire, and use of rocket-propelled grenades (RPGs), grenades and mortars, focused on two U.S. facilities in Benghazi, as well as U.S. personnel en route between the two facilities. In addition, the attacks severely wounded two U.S. personnel, injured three Libyan contract guards and resulted in the destruction and abandonment of both facilities – the U.S. Special Mission compound (SMC) and Annex.
And, as Kessler also points out, the internal Accountability Review Board, in its investigation, tiptoed around the delicate matter: The U.S. Special Mission in Benghazi, it said, "was never a consulate and never formally notified to the Libyan government." In other words, this was a hit on a CIA outpost, resulting in the death of an ambassador who happened to be there at the time.

Why the American aircraft was not sent in to rescue.
They would have been shot down by the SAMs the state dept gave to Al Queda. The ensuing investigation would have led to the state dept responsible for shooting down American aircraft.

CARNEY: Well, let me just make clear, I do stand by that when we were talking about the talking points that were produced by the CIA and provided to members of Congress on the Intelligence Committee in the House who would ask for it and others, as well as folks in the administration, that that document was -- there was a suggested edit that was accepted by the White House, and that was a change from, to make it factual, the calling of the building in Benghazi a “consulate,” because it was not a consulate, to “diplomatic post” or “facility.” I can't remember which.ch.

What evidence there is, is that the Obama administration funded weapons for the Libyan revolution. No need to "provide" those weapons as every country in the middle east has weapons for sale.

They quote Tommy Vietor, spokesman for the National Security Council, saying that a State Department expert “is on the ground in Libya,” along with five specialists, to work with the new government to find, secure and, if necessary, destroy the missiles. Libya possessed large stocks of Grinch SA-24 and SA-7s shoulder-launched missiles. The Grinch is a much more sophisticated and effective missile than the SA-7. The Grinch is considered similar to the famous Stinger anti-aircraft missile that helped the Afghans defeat the Soviets. AOL D readers will remember that the White House’s top counterterrorism official, John Brennan, made it very clear several weeks ago that the White House worried al Qaeda will get its hands on the missiles. European government sources said wealthy families in Saudi Arabia and Qatar were providing significant financing to the rebels. Senior officials of the Saudi and Qatari governments have publicly called for Assad's departure. On Tuesday, NBC News reported that the Free Syrian Army had obtained nearly two dozen surface-to-air missiles, weapons that could be used against Assad's helicopters and fixed-wing aircraft. Syrian government armed forces have employed such air power more extensively in recent days. NBC said the shoulder-fired missiles, also known as MANPADs, had been delivered to the rebels via Turkey. On Wednesday, however, Bassam al-Dada, a political adviser to the Free Syrian Army, denied the NBC report, telling the Arabic-language TV network Al-Arabiya that the group had "not obtained any such weapons at all." U.S. government sources said they could not confirm the MANPADs deliveries, but could not rule them out either.
