Makes sense considering that the Air Force is forcing the CIA completely out of the control of any and all Drones activity in foreign operations now. Congress has been pushing that hard. Not sure if it has been fully implemented but it's in progress. CIA cannot operate within US borders in accordance to Law passed by Congress but the Military could get away with under the DOD/Homeland Security measures we see in existence now.

I could be wrong though but it would not surprise me in the least.
