_BoneZ_ is absolutely right, it's very likely just a plane.

It's easy to be fooled by our own eyes....

Here are some daylight examples of planes seen under unusual angles/circumstances with poor camera settings (max zoom, poor resolution, etc etc...)













And let's not talk when it happens at night:

From what I can hear it's a helicopter... Maybe a search and rescue one, which would explain the bright lights and the fact that it's hovering

That's an opinion as you can in no way prove anything is "hovering" as there are no reference points. You should be required to remove that SR71 from you're avatar if you think this other than a small plane

Rancho Cucamonga borders Ontario, Cali which has an airport. LAX isn't all that far away either so I'm guessing it's very likely that it's a plane.
