Problem is - Boko Haram are led by cowards, afraid to die and will never have the guts to expose their faces for identification, and thus dialogues AIN'T gonna happen. They will not trust sending the brainwash rank and file as they cannot make decisions in the authoritarian and micro-managed BK organisation.
BK rather hide cowardly away, and attempt to use the terrorist tactic of scaring the few inorder to dominate the many, in the hope that the govt will give up and go away, and let the terrorist rule to set up their Taliban styled tyrant radical militant regressive state.
The farce and loss of innoccent lives had gone on long enough. The solution lays not in peace or dialogue, but rather the capture of enemy combatants, and using ALL and ANY means to make the reveal their contacts and secrets.

Boko Haram are cowards when it comes to the context of meeting for dialogues. They don't wanna be identified and prefers to hide behind youtubes to show their cowardice. These are not rebels or freedom fighters.
Civil war will happen only if the masses rebel. Fortunately, nigerians are not about to go into rebellion just for the sake of a minority's misused religion. Boko Haram are only loud, and is a minority, can be dealt with if the right strategies are used.
Military option of guns ablazing alone will not work.
