It looks like canned diarrhea. In the US they have a problem with Tide bleach being stolen a lot.

haven't heard about this until now... not even in the German Bild newspaper (equivalent to the sun )

If this happened in the US, I would say check one of the local colleges/universities as I could see some of those frat boys not knowing how to boil the water for Jello and, instead, making off with a few tons of ready made slime for their next party "jello" wrestling contests.
