He hired an expensive 'white-shoe' lawyer (who paid for that?), claimed racial discrimination and was promoted to head the Turkish and Farsi desks.

Supervisor Mike Feghali was telling translators to slow down work so they could show Congress a backlog and justify a budget increase. This was right after 9/11 when agents in the field were urgently requesting translations.
