DPRK’s “State of War” Declaration Is a Faulty Translation: Not an Official Policy Statement from Kim Jung Un


Here is an interesting article I just found concerning the possibility of a "Faulty Translation" of Kim Jung Un's statements; If we're misinterpreting his words, what is Western press actually doing? These miswritings could be considered continued provocations.. It seems like a very good idea to off-set all the "threatening news" we've been reading, by engaging issues of translation and formal military diplomacy and protocol.

Every time i hear someone with some power speaking in a different language from a news source, I always wonder to myself If what I am reading is really what is being said.

Translations are a funny thing when you just have to take someone else's word for it.

Interesting read.

However, a state of war has existed between North and South Korea since 1950.

1953 did not actually end that war. It was only and has only been a cease fire. No formal peace treaty has ever been drawn up and signed.

So I find the statement, no mater which was it was translated ironic, as a state of war has always existed between the two countries.

Well, in the last week or so, there has been a lot of talk about NK reinitiating the conflict or the U.S expressing aggression towards Nk, and that that appears to possibly be leading to a "re-declared" state of war of sorts.You can take it from there..

Indeed, I often thought that if you had several translators working independently on one speech with inflection and emphasis being so important to meaning would all their compared translations concur?
And let's not forget just plain old misheard sentences.
Reminds me of this:

You do understand that the status quo today is in all governments interests (not the Korean citizens, both North and South). The South Korean government has been riddled with corruption, worse than Japan (there is more incompetence) this permits the US to keep a strong hold in Asia both politically but military and economically (good markets for the sale of arms, including Taiwan). It permits China to help the US to dig its economic grave and in permanent Check in Asia and a close eye in the US capabilities. Any move would change this precarious balance and that is the play NK makes each time the dear leader needs someone to scratch his back, this includes China that is also pressured to sustain that lunacy of a prison camp called Democratic People's Republic of Korea (not democratic, not of the people nor a Republic).

Aren't we kind of missing an obvious vote on this idea of a totally missed translation for meaning and intent?

Kim seems more than a little sensitive and aware of things. There is, of course, no way to know without data no website shares publicly, but I wonder if some IP hits to ATS are from the DPRK. Not HIM....but he seems vane enough to have underlings scanning the major social sites and whatever may have real high North Korea related traffic to gauge public opinion and impact he's having.

Even if vanity isn't his greatest failing, he is absolutely NOT shy about speaking his mind here lately.

So where is Kim setting the record straight with some more sharp rhetoric aimed at the dirty translator who would make his words look so far from what he intended? It seems it's actually costing him in real world ways too. That statement was a part of what is kicking the tension up with a steel toe boot. His silence tends to make me believe that even if the precise wording didn't cross? The meaning was close enough for Kim's satisfaction.

And what does it’s translation, or mistranslation exactly have do with the validity of anything else that came before it? The situation was already cranked up long before that statement came out.

If that report never came out, then I don’t see how the situation would be that much different.

Cutting of communications, Animations of the US capital being nuked, people chanting “we will crush them” on tv, pictures detailing the targeting of US cities, and all the other crap they have been spewing have a tendency to make us a bit uneasy.

And they are the only people making their situation worse. If they hadn’t cut off communications we could call them up and say “hey man, you know that news report you released yesterday? Did you mean, “from this point”, or “from that point”…… Ok thanks for the clarification and sorry for the misunderstanding …thanks… goodbye……..”

But no.. We can’t because they cut off all communications, so we just have our own perception of the situation to go on.

He declared the revolutionary armed forces of the DPRK would react to the U.S. nuclear blackmail with a merciless nuclear attack, and war of aggression with an all-out war of justice.
He finally signed the plan on technical preparations of strategic rockets of the KPA, ordering them to be standby for fire so that they may strike any time the U.S. mainland, its military bases in the operational theaters in the Pacific, including Hawaii and Guam, and those in south Korea.
He said the enemies are bringing dark clouds of a nuclear war testing the DPRK's self-restraint, adding the DPRK can no longer tolerate this. He ordered the KPA to blow up and reduce everything to ashes at a single strike, if an order is issued.
He said the heroic service personnel of the KPA and all other people, their hearts burning with irrepressible resentment at the reckless war provocation moves of the U.S. imperialists, are now waiting for a final order of the WPK Central Committee, hardening their will to turn out in a do-or-die battle with the enemies.
The KPA will never remain a passive onlooker to the U.S. imperialists' frantic moves for aggression but do its best to defend the destiny of the country and nation, he said.

Present at the meeting were members and alternate members of the WPK Central Committee and members of the Central Auditing Commission of the WPK.
Present there as observers were senior officials of ministries, national institutions, provincial, city and county committees of the WPK, complexes, major munitions factories and enterprises.
The participants paid silent tribute to President Kim Il Sung and leader Kim Jong Il.
Taken up for discussion at the meeting were the following agenda items "1. On tasks of our Party on bringing about a decisive turn in accomplishing revolutionary cause of Juche as required by the present situation and the developing revolution", "2. On personnel affairs issue to be submitted to the 7th Session of the 12th Supreme People's Assembly" and "3. On organizational matter".
Kim Jong Un made a report and concluding speech on the first agenda item.
The plenary meeting set forth a new strategic line on carrying out economic construction and building nuclear armed forces simultaneously under the prevailing situation and to meet the legitimate requirement of the developing revolution.
This line is a brilliant succession and development onto a new higher stage of the original line of simultaneously developing economy and national defence that was set forth and had been fully embodied by the great Generalissimos.
It was stressed at the meeting that the party's new line is not a temporary countermeasure for coping with the rapidly changing situation but a strategic line to be always held fast to, in the supreme interests of the Korean revolution.
The nuclear weapons of Songun Korea are not goods for getting U.S. dollars and they are neither a political bargaining chip nor a thing for economic dealings to be presented to the place of dialogue or be put on the table of negotiations aimed at forcing the DPRK to disarm itself.
The DPRK's nuclear armed forces represent the nation's life which can never be abandoned as long as the imperialists and nuclear threats exist on earth. They are a treasure of a reunified country which can never be traded with billions of dollars.
Only when the nuclear shield for self-defence is held fast, will it be possible to shatter the U.S. imperialists' ambition for annexing the Korean Peninsula by force and making the Korean people modern slaves, firmly defend our ideology, social system and all other socialist treasures won at the cost of blood and safeguard the nation's right to existence and its time-honored history and brilliant culture.
When the party's new line is thoroughly carried out, the DPRK will emerge as a great political, military and socialist economic power and a highly-civilized country which steers the era of independence.
The meeting set forth tasks for carrying out the new line and ways for doing so.
All the officials, party members and other people should wage bold offensive and all-people decisive battle with faith in sure victory and strong determination and thus make the flame of miracle and innovation sweep all fields of national economy.
The pilot fields of the national economy, the basic industrial fields should be drastically developed and production be increased to the maximum. Forces should be directed to agriculture and light industry, key fields in building an economic power to improve and put on a stable basis the people's living standard at the earliest possible date.
The self-reliant nuclear power industry should be developed and the work for developing light water reactor be dynamically promoted to actively contribute to easing the strain on the electricity problem of the country.
Spurs should be given to the development of space science and technology and more advanced satellites including communications satellites be developed and launched.
The country's economy should be shifted into knowledge-based economy and the foreign trade be made multilateral and diversified and investment be widely introduced.
The economic guidance shall be fundamentally improved as required by the new situation and Korean-style advantageous economic management methods be completed by embodying the Juche idea.
The DPRK's possession of nukes should be fixed by law and the nuclear armed forces should be expanded and beefed up qualitatively and quantitatively until the denuclearization of the world is realized.
The People's Army should perfect the war method and operation in the direction of raising the pivotal role of the nuclear armed forces in all aspects concerning the war deterrence and the war strategy, and the nuclear armed forces should always round off the combat posture.
As a responsible nuclear weapons state, the DPRK will make positive efforts to prevent the nuclear proliferation, ensure peace and security in Asia and the rest of the world and realize the denuclearization of the world.

Members and alternate members of the WPK Central Committee were recalled and new ones were elected to fill vacancies.
Upon authorization of Kim Jong Un, Paek Kye Ryong was appointed as director of the Light Industrial Department of the WPK Central Committee and Yun U Chol as editor-in-chief of Rodong Sinmun, organ of the WPK Central Committee.

Got to love propaganda. It's like when they translated Amedenijad "saying" that Israel should be wiped off the map when he said nothing of the sort. I'm big lately on the former CNN reported who stated they had orders to demonize Syria and Iran, I'm sure NK isn't much different.

Well they proved US wrong USSR had the first air dropped bomb, China had their first nuke when we thought they could not do it or thought they got it from USSR, when history shows proves they did not.

In reality, the US and SK are conducting annually scheduled exercises. They are following protocol, and only flying over SK airspace.

However, the capabilities of the B-2A are well known. Kim Jong Un knows it. He's seen this:

We already know from Iraq a B-2A has laser guided targeting, and can take out a building from an altitude beyond SAMs. He's a sitting duck, and furious that there's nothing he can do about it.

Also to add, both the US and China drew up the UN sanctions. Why isn't he mad at China?

What you say may be true.

However, I fail to see how that changes anything that I posted, which is, a state of war has existed between North and South Korea since 1950 that has never formally ended.

I don't see how you can fail to see the states involved in a war only come to an never ending armistice if a) no side is able to extract a forceful victory b) there is no will to formalize peace, will only comes from advantages extracted from the conclusion of hostilities, so keeping a state of hostility running even if in a slow flame has only one "advantageous" outcome.


International Law regarding armistices
Under International Law an armistice is a legal agreement (often in a document) which ends fighting between the "belligerent parties" of a war or conflict. The Hague II (1899) Treaty, says "If [the armistice's] duration is not fixed," the parties can resume fighting (Article 36) as they choose, but with proper notifications. This is in comparison to a "fixed duration" armistice, where the parties can renew fighting only at the end of the particular fixed duration.

When the belligerent parties say (in effect), "this armistice completely ends the fighting" without any end date for the armistice, then duration of the armistice is fixed in the sense that no resumption of the fighting is allowed at any time. For example, the Korean Armistice Agreement calls for a "ceasefire and armistice" and has the "objective of establishing an armistice which will ensure a complete cessation of hostilities and of all acts of armed force in Korea until a final peaceful settlement is achieved..."

An armistice, truce or ceasefire serves very limited purposes in regards to a political conflict resolution and more often than not is used obtain time to secure political or military advantages without actively being engaged in battle. This becomes even more clear when there is no obvious interest in evolving the dispute into a formal peace treaty. In fact NK government has obtained many advantages under the cover of the armistice and the NK population was severely punished by the prolonged situation, there are no verifiable numbers but there is an expectation that the situation would far supplant the crimes committed by Hitler or Stalin and all under the aegis of the UN (in a clear statement of partiality and impotence).
