Too bad the 1.6 billion number is way off. It is actually much less. People get that 1.6 billion number from adding up all the original orders of bullets DHS bids on fed bid, unfortunately those original orders are always modified.
Take the last 1.6 million rounds that people were claiming DHS bought back on Feb 5th. The order was twice modified and the final contract was only for 100,000 rounds of bullets. I have linked the order and changes below.
DHS is not hording bullets
Wow, 100,000 rounds total. Quite a difference between that and 1.6 million. If you look at the other orders, almost all of those were also changed.

In other words - the Feds do not believe they will be able to purchase ammo in an ongoing basis, in a normal market, as needed.
Why might this be the case?

They didnt "buy it all at once". Even if we go under the (false) assumption that contracts have not changed, that would be *UP TO* 1.6 billion rounds to be delivered over a period, ranging from 3 to 5 years (time varying by contract). Its like this - "Hey, we need some more. Send it to us. Deduct it from the total available. Etc, etc, blah blah."
This whole thing is about as standard as it gets for government contracts, there's nothing really out of the ordinary.
