Capitalism can't exist without Imperialism/Colonialism and war all of those things require military presence and that is what Foreign Aid is mostly about and goes to either use of land for bases or promises of future cooperation of some sort such as use of air space.

Socialism is not a government type, it is an economic system referring to spreading the wealth around. China, Vietnam, N. Korea, and other Communist countries are very socialist. The US and UK have extensive welfare programs, which are considered socialist by Conservatives (including me).
Let's be clear: so-called socialism as practised by communist countries is a very different system from the true Socialism as practised from time to time in the UK (when the great majority of the electorate wakes up) and even (when it doesn't) by Conservative Governments who have no problem with maintaining the National Health Service and the other well-established welfare schemes. The great mistake made by so many US citizens is in equating Socialism with Communism.
