Thomas Mahl's 'Desperate Deception' (1999), originally his PhD thesis, is the story of one of the great covert operations - or one of the the historically most significant conspiracies - ever mounted by the British state.
In 1939, top of the agenda for the British government was how to get America into the war against Hitler. While President Roosevelt and the East-coast anglophile elites who were running American foreign policy secretly wanted to join the war, the majority of the American population and its politicians were against getting embroiled again in another European conflict. How to overcome the isolationist opposition? The British secret state was invited to do it: and, with the assistance of the anglophiles, set up a propaganda and disinformation operation in the Rockefeller Center in New York under the guise of British Security Co-ordination or BSC.
The American historical establishment never accepted the World War II revisionists' contention that the American people had been tricked into war by a duplicitous Franklin Roosevelt... According to the long-held establishment version of American entry into World War II, a reluctant U.S. government had been dragged into war by the force of circumstances — the belligerent actions of Germany and Japan. What Thomas Mahl's taboo-shattering book makes clear, however, is that the revisionist interpretation was not only much closer to the truth, but that it, in fact, did not go nearly far enough — failing as it did to recognize the extent to which British intelligence had orchestrated the interventionist effort. Moreover, the British played a critical role not only in bringing America into the war but also in inducing this country to emerge as a global superpower.
As WW2 came to a climax and the American political class contemplated demobilisation, civilianisation of the economy and a return to the mass unemployment which only the war economy had solved, an obvious solution presented itself: keep the war economy going: find a new 'enemy'.
And so the 'Red Menace' was fabricated.
The Soviet Union, devastated by German scorched earth tactics from the Ukraine to its Western border, with civilian losses of 20 million, was presented as poised to send its tank columns to the English Channel. Compared to the fabrication of the Cold War, fabricating intelligence about Iraq's weapons of mass destruction was small beer indeed.
BSC created a large number of front groups supporting American intervention, ran smear campaigns against the leading isolationist politicians and, with the co-operation of the Gallup polling organisation, produced fake polls showing support for intervention. It planted 100's of articles in sympathetic newspapers, seduced and blackmailed some of the leading isolationists and disrupted their political campaigns.
BSC made use of any means, legal or illegal, to fight those it deemed enemies of Britain, a classification that consisted mainly of non-interventionist Americans who wanted to keep the United States out of the war, rather than actual German agents. In essence, BSC sought to override the democratic will of the American people in the interests of the British government; and, most significantly, in this effort it was aided and abetted by the Roosevelt administration.
VOL 1: Cover Up of the murder of William Rhodes Davis One of the more enduring mysteries of WW II, the murder of oilman William Rhodes Davis, became a little less opaque with the recent release of FBI documents connecting the American Civil Liberties Union to the case. Some may argue that it cannot get any more convoluted. Davis’s death has been shrouded in mystery for seventy years now, but the cast of characters who killed him explains why. British secret agent, Intrepid, admitted killing Davis some 35 years after the fact, but how on earth is the premier civil liberties organization in the United States connected to this case? The ACLU is a 501c3 organization, a public charity, whose stated goal is preserving civil liberties. Intrepid, otherwise known as Sir William Stephenson, was the model for James Bond, secret Agent 007, and Commander Ian Fleming worked for him in the United States. William Rhodes Davis was, by many accounts, the largest single contributor to FDR’s reelection campaign in 1940, and was the author of a peace plan to avoid war with Germany. Vice President Henry Wallace thought enough of the peace plan that he mentioned it in his diary, and Davis actually met in the White House with FDR to discuss it. Oil man Davis would consummate pacts to deliver oil to Germany and Japan, thus infuriating the British. The British intelligence service was renting six floors in Rockefeller Center. Davis’ oil brokerage firm was also located in Rockefeller Center. Davis’s murder would occur in his office in Houston, Texas, and he would leave this earth James Bond style, being poisoned during lunch. In Intrepid’s retelling of the story, he does not appear particularly choked up about the loss of Davis. The reason given by most authors for the murder of Davis was to prevent him from shipping Mexican oil to Germany and Japan. The United States was a neutral country when Davis was murdered on August 1st, 1941. Pearl Harbor was just around the corner, and the reason given for Japan’s attack was FDR’s decision to cut off all US oil to Japan just one month before Davis’s murder. Japan had a very cordial relationship with Washington, and none of the Japanese diplomats, nor members of congress saw the cutoff of oil coming. Japan was not threatening US interests, but was certainly threatening Great Britain’s colonial interests in Asia.

Reminiscing about his wartime service, Sir William said that in addition to serving as a link between Churchill and Roosevelt and supervising the training of Americans for intelligence work, he operated a spy network that uncovered the activities of Axis agents in South America and provided valuable information to Washington and London on the movements of Vichy French operatives. In 1967, in a briefing entitled 'Countering Criticism of the Warren Report', the CIA stated that "Conspiracy on the large scale often suggested would be impossible to conceal in the United States, esp. since informants could expect to receive large royalties, etc". This argument is a favorite of what we might call anti-conspiracy theorists, yet this vast covert political operation, which Mahl estimates involved 2,000 people remained secret until 1962 when bits of the story appeared in 'The Quiet Canadian', about the head of the BSC, William Stevenson (sic), who gave the book's author access to some of his papers.... This mind-boggling story was entirely concealed for 15 years. And its most startling features concealed for over 40. In a similar way, the Bletchley Park code-breaking story remained secret until 1970.
